Top cop Bill Bratton shot down the City Council’s proposal Wednesday to hire 1,000 officers, saying any new spending at the NYPD should be used to give cops raises instead. Mayor de Blasio also rejected the proposed hiring spree - his first major policy disagreement with his hand-picked City Council Speaker Melissa Mark Viverito (D-Manhattan). “I believe that we can get the job done with the resources and the personnel we have now,” de Blasio said. The Council’s push to increase the 34,600-member force is at the center of its proposal to add $257 million in spending to the $73 billion city budget de Blasio proposed in February. In arguing for more cops, Mark-Viverito said the NYPD has been reduced by thousands of officers over the years, and that the mayor’s “Vision Zero” crackdown on dangerous driving will require significant manpower. “We can’t continue to overstretch our police force,” she said. CRAIG RUTTLE/ASSOCIATED PRESS Mayor de Blasio believes the current resources can get the job done. Bratton’s rebuttal that raises should be a higher priority put him in a position of standing up for his cops. “The city’s in a very significant budget situation. To be quite frank with you, the issue of pay raises for my personnel, I’m more supportive of that at the moment than I am additional officers,” Bratton said at a City Hall news conference. “We need a lot of money to address that issue.” NYPD officers - like all of the city’s nearly 300,000 unionized employees - have been working without a contract for more than four years. Bratton said the department has been able to successfully use overtime to make up for loss of manpower . De Blasio argued that the proposal - which would cost $94.3 million in the new budget year — would unnecessarily add to the chronic imbalance of the city’s budget. ALEC TABAK/FOR NEW YORK DAILY NEWS Police Commissioner Bill Bratton is more supportive of providing current officers with raises instead of adding to the force. “We’re in a structural deficit,” de Blasio said, while also declaring, “With the force we have right now, we’re doing a great job.” De Blasio was friendlier toward - but still not fully sold on - the other big-ticket item in the Council’s budget: giving free school lunches to all students regardless of family income. He said the goal was “the right one” but warned it could end up costing the city federal aid because Washington uses the number of free lunches a school district gives to eligible students in dishing out other kinds of federal aid. “It’s a good thing to invest in, but it’s a major expenditure,” he said of the $24 million proposal. The Council’s $257 million budget wishlist would also create a rental voucher program for homeless families leaving shelters. The city’s homeless population has surged since a previous rental subsidy program, known as Advantage, was scrapped. The budget also contains money for technology incubators in the outer boroughs, mental health and jobs programs for veterans, more summer jobs for teens, and road resurfacing for streets that took a beating from the harsh winter. But it’s not all gravy - it also calls for a fee that would hit tenants in subsidized affordable housing if their incomes go up. The cash would be used to build more affordable housing. The Council is also proposing a commission to suggest ways to address imbalances in the property tax system, which favors homeowners at the expense of renters and commercial property owners. Council officials say the city can afford the extra $257 million and still run a surplus because revenue projections have risen since the mayor proposed his budget in February. Mark-Viverito called it a “fiscally responsible” plan.
